I'm surprised that no one mentioned that the sync might be inverted.
This was a very common problem with RGB monitors in the old days.
I have no idea what the Commodore used, but there were basically two
sync standards back then (in addition to sync on green, which aided
color monitor usage on some black and white sources.)
To invert sync though, one either needs an IC or transistor (and some
resistors) and this can get messy.
Past that, your monitor might be broken too. It did come from Ebay...
