Sheppy has probably negotiated a variety of license agreements with the 
various copyright holders.  In general, they have the right to bound the means 
of distribution.

For example, a distributor licensed to sell CD copies of an artist's music 
catalog does _not_ automatically get to place them up on the internet for 
download.  Unless they've negotiated that right, that is.
