Can the IIgs sound chip be programmed to produce speech?

Yes, but only by using software to synthesize the waveforms and
letting the Ensoniq chip "play" them.

It is a lot easier to produce speech on the IIgs if you have the Talking
Tools from the ByteWorks installed. Unfortunately, I think that is one
of the titles that Mike Westerfield couldn't include on the Opus ][ CDs
as it was based upon code that he licenced from elsewhere.

Yes, those tools do the text-to-phoneme conversion, the phoneme
transitions, and then render them as waveforms for the Ensoniq
to play back.
