Really depends. I sold an old computer-on-a-card to a guy in Germany. They
have restrictions on certain electronics, so I had to fill it out a certain
way, mark it as antique, to make sure the buyer didn't get hit with a big
charge upon receiving the package.
IIRC, there were two different forms once I got to the post office. Just a
lot of regulations and forms, and you can't always be certain which one to
use when sending overseas, especially to Germany which has a lot of
regulation on customs...
