Hmmm.  Not likely the problem.  But if you have a D-shell connectible
disk drive (A9M0107) go ahead and yank the Disk II card and see if
that helps.

I'm doing a bootstrap now on a ROM3 in 80 column mode over the modem
port.  It seems to be pausing perceptibly between lines, so that's
normal.  Ok, it just finished - prompt and all.  So it's not the 80
columns that's throwing it off.

I was going to suggest trying audio bootstrapping.  It's much faster
than 300 baud.  But then I remembered, our GS machines lost their
cassette ports.  Ah, progress. :-)
