It is not possible. The ROM 3 IIgs has removed all of the hardware
support for a IIe keyboard. You would have a dud built-in keyboard and
would require an ADB keyboard.
In the ROM 00/01 IIgs, it is a function of the keyboard microcontroller
(which also controls the ADB). The IIe keyboard has one other
limitation: even in a later model IIe with built-in numeric keypad, IIgs
software which is aware of the numeric keypad can't distinguish it from
the main keyboard, so some special functions that use the numeric keypad
won't work.
If you want to use a IIe mouse card, the ROM 3 won't support it in
16-bit software (it requires an ADB mouse) but it would work with 8-bit
software.
The ROM 3 motherboard is also missing the connection points for the IIe
power supply.
I don't know if the mounting positions differ, but you need a different
baseplate to install a ROM 00/01 motherboard in a IIe anyway (the
connectors on the back are different), unless you do a fair amount of
drilling and cutting.
