In my view, it would be great to see any such 'patch' future-proofed
and internationalised.

Perhaps the Timezone control panel can be extended to have manual
entry fields for DST start & end date/time?

Speaking of which, what has happened to all the software that used to
be on the old incarnation of A2Central? e.g. system_software/misc_16-
bit/tools directory
