Actually, Geoff Weiss released the source code to the Timezone control
panel/tool56 and noted that support for DST was a needed enhancement.
Any takers?
I wrote to Geoff about this topic and he offered the following:
I'd recommend that the control panel replace its entire structure and
use
the official NIST time zone information (compiled or uncompiled).
That
way, the time zone (and daylight saving) information can be routinely
updated based on the industry supported NIST data.
Geoff indicated that he's not interested in updating the Timezone
control panel/tool56 himself.
