My dad is notorious for that, and lately I've caught him adding a third
"is" on when he gets particularly worked-up.

It was bad enough when a manager did it in the 1990s, but now
I hear it *all the time*.  Last week, none other than the
president of the US did it.

Of course, he's noted for other annoying mispronunciations, like
"nucular"--though why anyone would say that is "uncular" to me.
