Let's say I get a new/refurbished 2 1/2" laptop hard drive for use with 
the Focus Card (either the same 172mb ibm dha-2270 drive, or a similar 
drive) and attach it to the Focus Card in slot 7 of my platinum //e.

Where would I get the Focus Format utility? : )

Could I simply use one of the ProDOS utilities to partition and format the 
drive?
