Note that it is a *sector* editor, not a *block* editor, which means
that if you use it, you will have to translate the block numbers and
byte offsets to corresponding sector numbers and byte offsets.
There are also ProDOS block editors, of which my favorite is the
Block Warden component of ProSel 8.

Even then, converting from ProDOS 5.25" disk block numbers to relative
bytes in a disk image file is potentially very error prone. (The
instructions for disk edits that you have refer to the blocks of
a physical 5.25" disk, not to an image file.)
I'd recommend using a program (DiskMaker, DSK2FILE, etc.) to create
a real 5.25" disk from the image file, then block edit that as
prescribed, then, if you wish, re-image the patched disk.
Alternatively, run an emulator, mount the disk image, and use your
block editor on the image.
