You can put a ProDOS filesystem on a CD.  None of the usual CD-burning tools
know a thing about ProDOS, but you can use my ProDOS/HFS Partition Table
Generator to string together some filesystem images into an ISO that you can
burn with any Windows, Mac OS X, Linux, etc. CD-burning app:

I have a System 6.0.1 bootable CD that has multiple partitions on it (one for
each of the disk images, plus a 1.4-MB boot-disk image with SCSI drivers and
some other stuff added).
