Not necessarily--it depends on 1) whether you are formatting or
re-writing, and 2) the actual length of the bitstream.

If you are re-writing to a disk, if you increase the number of
trailing 0's written by lengthening the time between reloads,
then you might need to decrease the number of nibbles written
to fit within a pre-formatted sync space.
