That's abnormal--assuming that you plugged a 16K DRAM chip back
in where the 16KB card pigtail was plugged (check orientation).

FWIW, 64K shouldn't interfere with anything at all.

1.  Does anyone have any experience with ap2222pc that would help me
sort out what might be wrong?  On the PC side, I'm using an old 486
laptop, as the program doesn't run under 32-bit systems.

What, exactly, is happening?  Does anything see anything else?
Have you counted the game port pins correctly?

2.  Does anyone know how to remove the language card (which I thought
would be a no-brainer), dropping the machine back to original 48 KB
config?  Is there some trick other than replacing the RAM chip?  (I
also have a 64 KB Legend RAM card, but that shouldn't be an issue -- it
has to be mapped in programatically 16 KB at a time.)

You're doing it right.  But it shouldn't matter.
