Ultima VI came out in 1990. I don't know if the Apple II port would have
had come out in 90 or 91 (had it not been cancelled), but that was a bad
time. The commercial Apple II market was slowing down significantly
around then.

Quite a few places had folded, stopped doing Apple II business, or were
slowing down. So they might have seen that and had second thoughts about
spending the money and time to release the Apple II port?
