Because the second head is shifted compared to the position of the
first head. I have never tested myself, but have read numerous times
that the second head is about 3 tracks (at 40 TPI) away from the first
head, going inward. Which means you can never reach the first 3 tracks
of the second side if they were written by a "head 0".

Of course, the signal is also reversed because the disk is spinning in
the opposite direction from the first side, but this can be taken care
of if need be.

So a flippy disk must really be flipped, even in a double-sided drive.
