An Apple II FDI image file only holds one side.

It's possible there's nothing there. Generally speaking, if you don't
see a write-protect notch cut on both sides, there probably isn't anything
on the back. (Some people altered their drives to have a physical write
protect switch, so the notch isn't a perfect indicator.)
Copy-protected disks may not appear to have any valid sectors (except
for the boot sector). You may have some luck converting these to .NIB
instead of .DSK.
