Every BBS package I ever used (Apple II or otherwise) waited for RING from
the modem before sending ATA to pick up.  They would've needed to do that in
order to pick the caller ID info off the line, which is sent between the
first and second rings.

Theoretically, a BBS could've been written to take advantage of a modem's
auto-answer capability, but they never did that.  Maybe it was easier to
watch for incoming text than to keep monitoring DCD.
