I know irc.blitzed.org has a Web interface, and I could set one up for irc.dosius.net if I had a mind to. Free Web chat isn't an impossibility. XD

Well, web chat wasn't really the point. The fact that non-paying
members had a way to participate in chat was. Personally, I tried
using the web based chat on Delphi once, just to see what it was like,
and never went back to it nor would I want to. :-)

However, it might be possible at some point to get a multi-system chat
going again using software like Joe Kohn used to use to connect
Compuserve, Genie and Delphi chats together. It might require a
little more work than what Joe used as I'm not sure what kind of
moderator privledges there are on IRC so the software would have to be
written to allow whoever was running it to deal with obnoxious users
by no longer echoing their messages and such.

Its an interesting thought but I wouldn't hold my breath waiting for
it. :-)

IRC? You can ban (or on some servers simply gag) based on IP mask or nickname; you can remove people from the channel; you can make people explicitly able to speak and then mute everyone else (moderated chat)...
