That is perculiar, unless you're in Australia, in which case those
cards are not that rare at all.

Does the motherboard in that IIe have the Auxiliary slot off to left
hand side, or in line with slot 3? I'm guessing you have a Euro IIe
motherboard if that card is installed, since it actually requires
signals from both slot 3 and the Aux slot to operate correctly.

If that's that case, that may be the problem. The on board output on
such a IIe will generate a rather odd 50hz PAL signal (with bad
colours)
- the output on the card you mention will produce a very nice clean
output with correct colours. One of the best composite outputs I've
seen
on the Apple II
