If I'm not mistaken, it's been a while for me and EXEC files...
That program will execute as follows
] <<adds line 1000 PRINT "HELLO"; to memory >>
] << Prints a space >>
] <<Prints "world">>
]WORLD
] <<Goes to line 1000>>
]HELLO
quite possibly a not-direct command instead of hello at the end.
After you exec it, there will be the line 1000 added to whatever
if any applesoft program is in memory.
