Unlike DOS 3.3 ProDOS alone wont do you very much good, it can't even format a disk or allow access to BASIC by itself.
Oh, I see your dilemma, you don't have a 5.25" drive and DOS33 doesn't support 3.5" drives.
Easiest way if you want to do it yourself is to get a boot disk from someone or to get hold of a 5.25" drive. (Serially transfer DOS33, then ADT, then use ADT to transfer a ProDOS disk image.)
Syndicomm.com offers a IIc+ start-up disk, or anyone here would be happy to send you one for the cost of shipping.
If you have an older Mac, you can download (from Apple or elsewhere) and make a boot disk.
I'll have to think about a virgin IIc+ scenario, I never even considered that someone with an Apple II would not have a 5.25" drive. :)
