Because the serial port for an external modem is mapped to slot 2. Slot 3 is
reserved for video, so accelerators are usually placed there for reasons you
already know - it doesn't use slot I/O registers. No matter what ROM version
GS you have, IMO, slot 3 is the place to be unless you have a card that MUST
be in slot 3 for some reason.
