The Fatal System Error 0911 (0400 if under ROM-00) seemed to be due,
usually, to a temperature sensitive ADB GLU IC (may be called "KBD GLU").
Not all early IIgs's had the problem.
The incompatibility problems with products like TurboMouse seem to
relate to differences in coding of the ADB Microcontroller IC which,
evidently, was an M50740 for ROM-00 and ROM-01 machines. The identifier
for the IC used by Apple seems to consistently be 341S0345 followed by a
letter which seems to indicate the code version.
Here's a snip from info posted by Randy Shackelford which may help
with identifying old vs. new versions of the ADB Microcontroller used
on pre-ROM 3 machines:

I have in front of me the logic board which came in my ROM 0 signature edition
I recently bought, my ROM 01 //e upgrade (whose board apparently dates from
close to the end of the 01 production run), and a ROM 3. The chip labeled
"KBD GLU" on each board has the same part number, 344S0048-A. On the chip
labeled "KBD MICRO", I have three different numbers:
ROM 0 board: 341S0345-C (c) APPLE 86
late ROM 01 board: 341S0345-D (c) APPLE85-87
ROM 3 board: 341S0632-2 M50741-160FP
I surmise that the board in my //e upgrade is late in the production run
since it has a CMD 65816 as do most ROM 3s, while earlier ROM 0/01s use
a GTE part.

Our IIgs ROM-00 board has a 341S0345-B (c) APPLE 86. It is not compatible
with TurboMouse. Don't know about the "C" version.
It looks like version "D" is where the major change in coding for the
ADB Microcontroller happens.
