     It is (sometimes) surprising what you can get away with. The CPU IC may
not be ruined. You could straighten the pins and plug it in the right way
and try a few things.

     Lots of times a computer that's been sitting around for years will not
work because bad contacts have developed for stuff that's plugged in.
Scootching up and re-seating IC's scrapes off corrosion and gunk so that
the pins make good contact again.

     A small screwdriver or similar tool is good for scootching up most IC's.
(You don't usually want to completely remove the IC.)  For the square IC's
in sockets, a jeweler's screwdriver or large needle applied at the corners
will scootch up the IC.

     You can lift away the power supply to get to the IC's under it. Also
pry up and re-seat the power supply connector to make sure power contacts
are good.

     For testing the basic machine, you want no cards or joystick plugged
in. When power is turned ON, you should get a BEEP and some sort of
display besides a bunch of squares.
