I don't understand why it would be difficult to reverse-engineer the
PALs/GALs by removing them, making an I/O map of the device and then using a
logic analyzer to simplify the logic maps.

I used an HP in-circuit emulator (e.g. the ICE-box) that could that and much
more in the early 1990s.  I expect that it is even easier now.
