MP/M was a real multi-user system.  The biggest limitation was the 64K
memory constraint (effectively about 48KB per user with banked memory) and
serialized access to the disk system.

There was also a standalone multi-user version of North Star Basic.  I
believe The Byte Shop sold it.  They modified the regular NS Basic to
support a limited context swap so several users could run Basic.  Sort of a
poor man's RSTS system.
