Along those same lines there was also the original MUMPS, which was both a
language and a multi-user OS.

And I also worked (briefly) with a FORTH system which basically did the same
thing, but in a somewhat more general manner.  Three or four users on a Z80
with 63K (yes, six three) of memory.
