There were layoffs all during the 8 yrs of the Clinton administration. High
tech was hit hard during the "Asian Contagion" around '98, the difference
was that the Clinton administration pulled out all the stops to turn it
around.   Clinton's administration was a time of unprecedented prospertity
because he worked very hard to make it that way.   Bush, by contrast, hardly
works at all.   At the moment, he's vacationing at Camp David.  While the
country was sliding into recession and the terrorists were preparing to
attack, he was spending months at a time vacationing at his ranch.
