It began before that.  At least in some parts of the economy.  I know a 
bunch of people laid off in the summer of '99 in various companies that 
weren't tech related.  Tech companies artifically inflated things for a 
couple of years and when they fell, they fell long and hard and took the 
economy with them.

Personally, I think that Washington DC, conservative or liberal has 
really little to do with how the overall economy runs.

PS.  Personally I can't stand Gore, but I have no problems with him 
being on Apple's BOD.
