Your best bet is to replace the fan if it continues to be noisy. I am
not familiar with the Vulcan power supply, but a fan is a fan and can be
had locally most places for 15$ or less. Measure the fan and go pick up
a replacement. Use wire nuts to connect or solder the new fan wires ot
the old fan wires.
