The IIc+ serial port is different from the IIc. The IIc uses a connector
like an old PC keyboard connector, where the IIc+ uses a connector like the
IIgs and Mac.  So they are physically quite different.

While the IIc+ serial port LOOKS like port on a IIgs or Mac, it is not the
same. It also has strangeness with the handshaking. The details may be in
the faq.  I'm not sure about the top speed of it, but I think it's likely to
be less than 19,200.   I never worried about it, since the transfers I did
with it were small.

For speedy transfers, I used a IIgs with a hard disk. I'd just start it
doing a batch download and go do something else.
