They have a wierd way of populating the board but that is correct.
I can email you a scan of that page of the manual which includes a
diagram 
if you wish.

You can try the cards self test
CALL-151 return
Cn0AG return
n is the slot number the card is in

To go to 512K insert chips in 3,7, 11, 15 in  both to and bottom rows
To go from 512K to 768K insert a set of chips in rows 2, 6, 10, 14 in

Yes they are compatible as long as the chips are fast enough for the
IIgs 
card. I could be wrong but I think the IIgs card needed 150ns or faster
while the Apple II card only needed 200ns or faster.
