It's a Monitor IIc, designed for use with the Apple IIc computer. As others
have mentioned it needs a composite video signal. You could use it with just
about any 8-bit computer, a PC CGA card or, if your computer is from _this_
century, some modern video cards and some laptops have composite video
outputs for using a TV as a display.

The monitor can be used as a TV by connecting it to the composite video
output from a video recorder and using the TV tuner in the VCR. Of course
you still need to connect an amplified speaker to get sound, and the picture
is green.
