No, the C128 has a DIN-8 connector for Y/C video and a DE-9 for digital RGB.
If you want to use the monitor with the card and cable you have you could
try a gender-bender to join the two male connectors, but a DA-15 is going to
be hard to find. The other option is to rewire the card end with a female
connector.

If you want to use the monitor with a IIgs you're going to have to make a
cable yourself, unless you get very lucky and find someone with a used one.
The rectangular 8-pin connectors are hard to find but are still available
new.
