I'm using the set of 6.0.1 disks I downloaded from Apple, so it's positively
a matched set.

I shared the whole volume, but the IIgs boot files are in a folder named
"System". The ROM 1 has no problem finding that, it runs Start.GS.OS, GS.OS,
and GS.OS.Dev for sure. I removed each of those files and got an error
message saying they couldn't be found. Keep in mind that my ROM 3 has no
problem booting with exactly the same setup, so this is related to a
difference between ROM 1 and ROM 3. (tried two ROM 1's, and other people
have reported exactly the same problem.)
I'll try dumping the contents of the System folder into the Mac's root.
Thanks for the suggestions. When I get this sorted out, I'll type up my
findings for the faq.
