I'd be guessing, but I think that that is exactly the case.

Some time ago, another netter sent me a supposedly original Laser
128-to-CGA
cable. As expected, it is a 15-to-9 pin adapter cable.

Off hand, I don't have the pinouts (never bothered to figure them out).
The c.s.a2 FAQ (maintained by Nathan), however, includes the pinouts for
the Laser 128 port. It should be simple enough to match them up with a
similar list for the CGA.
