There were, in fact, 19.2 modems available.  Before the 28.8 v.34 standard was 
ratified, there was the usual posturing by modem vendors, trying to push 
proprietary or semi-proprietary "standards."  One was called v.32ter, and was a 
19.2 standard.  ATI made 'em, amongst many others.  (Others supported a v.fast 
standard of 28.8.)

They're pretty useless beasts, though.
