In theory, yes.
In practice, consumer-grade PCI stuff takes shortcuts with the spec,
or the spec isn't quite complete, and it wasn't designed with PCI-X in
mind. So, PCI-X stuff can freak out upon seeing consumer-grade PCI
gear.
