If just the internal drive by itself is not working, then it's most
likely a termination problem. The first and the last devices should be
terminated. The card counts as one, so the other (==last) device
should also be terminated. Most HDs have resistor packs or jumpers to
do the termination. Is that drive properly terminated?
Also, most HD manufacturers put drive & jumper specs up on their
WWW pages if you don't have them handy. Never checked for IBM drive
specs; you might have to do some hunting to get around their hyperbole
about the olympics (mis)information system, and other crud.

That "all" would be mostly me at this point, with a few good folks
watching my back and correcting messups. I didn't write all of it, but
am continuing to update it. I'm also using Altavista to hunt down
outdated links and change them, but there's still over 100 references
to my Apple II pages at Caltech that haven't changed or changed too
recently for Altavista to notice.
