DYN_SLOT_ARBITER does not work and never has.
You cannot get AppleTalk in a ROM 01 without setting slot 7 to
"AppleTalk" and either slot 1 or 2 to "Your Card".
In a ROM 3, you must set either slot 1 or 2 to "AppleTalk". Slot 7 can
stay as "Your Card" (you can also set slot 7 to "AppleTalk", but this
wastes a slot, and is only for compatibility with brain-dead software
that thinks the IIgs AppleTalk firmware is always in slot 7).
In theory, you could use AppleTalk under GS/OS without going near the
slots. (There may be hooks through the slot firmware for some
functions, but most stuff goes through bank $E1 vectors.) ProDOS-8
wouldn't be able to use AppleTalk unless you have the slots set
correctly.

It is mainly a software issue, but it is not feasible to change this
without breaking the system software and lots of applications.

The ADB microcontroller has different firmware. It dropped support for
the IIe keyboard scanning, and added Easy Access (sticky keys and
keyboard mouse). It also automatically supports the Caps Lock light on
extended keyboards, and I think it supports faster mouse acceleration.
