Apple's liscense allows the user to use the software/firmware they received
with their Apple Computer in any way they see fit, as long as it's used on
only one machine per copy purchased.  To this end, it WOULD be legal to use
such an emulator with a copy of the II ROMs provided that you also own the
appropriate II and that the II is not in use at the time.
