Unless Apple starting shipping the Apple ][ Plus with Language
Cards pre-installed (much like the late models of the IIe and IIgs with
either 128k or 512k in those cases) it's correct to say they were only
ever shipped with 48k at maximum.

The Apple ][ Plus came shipped in three configurations: 16k,
32k or 48k, the Language Card was a separate add on. The original
Apple ][ (1977) came shipped with 4k as standard, expandable to 12k
using 4k DRAMs, or 48k using 16k DRAMs.
