Acually, the Apple ][ orginally came w/ 4K on the motherboard and there was 
'jumpers' (or jumper blocks) that could be swapped around to select 4K/16K 
DRAM chips [which means you could have anywhere from 4K to 48K of memory in 
the computer].

By the time of the ][+, Apple had dropped the 4K DRAM support from the
motherboard moving the minimum memory configuration up to 16K (w/ a max of 
48K).  Apple had also released the "Language Card" which added an additional 
16K of memory that would get swapped w/ the motherboard ROMs.  The Language 
Card was created so that UCSD P-System (Pascal) could be run on the Apple ][. 
Later, Apple updated DOS so that the "Master Disk" would automatically load 
Integer/Applesoft into the Language card [the one that is not on the 
motherboard] at boot time].
