Not necessarily. I've had this problem after cooking the 6502 in an
unenhanced ][e (while trying to set up a Corvus disc network). It
turns out I applied 5V to a processor direct line on one of the slots
that I shouldn't have. After replacing just the 6502 (and removing
the Corvus networking card) it worked fine.

So it's possible the 65C02 on the enhanced //e has been cooked, but
then you'll have to go looking for what caused it.
