I'm wondering if your II+ isn't flipping between different video modes,
erratically, but rapidly.
Maybe try typing these commands, since you are able to run programs:
HGR
HGR2
TEXT
If this changes the display any, try this:
POKE 28,127
POKE 230,32
CALL 62454
Any change?
POKE 230, 64
CALL 62454
On the off-chance that the video mode isn't stable, some of these might
change what you see. If they do, this should help zero in on which chips
are malfunctioning.
