The mac can read the PC disk as a PC disk and won't try to fork it up.
Perhaps you could then localtalk it to the //gs. If there is still a filetype problem a type changer program should work since no forks are involved.

Further, ShrinkIt is insensitive to file "type" as long as the file
itself is an archive.  (Shrinkit can be requested to "show all" files
to select, regardless of "type".)

The only stopper is forked files...

UNFORKIT is a relatively short Applesoft program which might be
typed into the IIgs as a last resort.  It can (clumsily, but
effectively) remove forks from files.
