Look at the headers for that article and notice:

OE is sending Mime 1.0 plain text but with quoted-printable encoding.
Yet another example of how Microsoft shows no respect for something
which it doesn't control. A text forum should be sent plain text and OE
should do that by default.

Notice in that Microsoft written article the term "mostly" being used.
This is misguided assumption on their part to insert this into a product
that posts articles into a newsgroup. It shows a lack of respect towards
people who use plain text news readers. btw, =20 is just a space in
ascii and I assume it is meant to provide a soft break.
