Except for the first couple or so versions, ProDOS 8 requires 64K.  If the
language card's not in there, ProDOS won't load.

IIRC, there's no connection between a language card and any of the ROM
sockets.  There should be a 16-pin ribbon cable between the card and one of
the RAM sockets (back left socket).  If it's not connected, the
language-card RAM won't be refreshed.  If the cable is bad or missing, you
might try making a replacement...parts should only be a few dollars, and I
think it's wired straight-through (pin 1 to pin 1, pin 2 to pin 2, etc.). 
If that still doesn't work, then you'll probably be in the market for a
replacment language card. :-|

(At least that's how the Microsoft (!) language card in my II+ is set up.  I
wouldn't think an Apple language card or a different 3rd-party card would be
much different.)
