Unless you've modified your HS SCSI card (by adding a diode) to supply
termination power, you are dependent on the drive to supply termination
power. Some do, some don't, some do if a jumper is installed. 

A terminator without term power will disrupt communication. Some shorter
cables work fine without termination with some controller/drive
combinations.
